2025 was the year in which Cidadão Pró-Mundo consolidated its legacy and paved the way for a new cycle. We reached the historic milestone of 1,451 active volunteers, maintained our Cambridge exam passing rate above 80%, and recorded an overall NPS of 92.4% — confirming that we remain in the zone of excellence. It was also the year of passing the torch: Ludmilla Fregonesi concludes a cycle of consolidation and transparency, and Sarah Morais takes over as Executive Director to lead CPM's 3rd Wave of Growth.

About CPM

English as a passport to a future of opportunities

Cidadão Pró-Mundo is a non-governmental organization with nearly 30 years of history, founded with the purpose of democratizing access to English language learning in Brazil. We understand the language not just as an academic tool, but as a fundamental bridge to employability, cultural inclusion, autonomy, and social mobility for youth and adults from public schools and vulnerable communities.

Throughout our nearly three decades of work, we have built a model based on transformative volunteerism and a spirit of community. The organization operates rigorously, transparently, and sustainably, applying modern teaching methodologies, such as the Flipped Classroom, combined with international-standard teaching materials provided by historic institutional partners.

Two voices, one purpose

Leading Cidadão Pró-Mundo throughout 2025 was a profound journey of consolidation, resilience, and immense joy. We delivered an extraordinary year, reaching the historic milestone of 1,451 active volunteers and maintaining our rigorous international pass rates in the Cambridge exams above 80%. We strengthened our internal ecosystem with the dedicated work of the new Pedagogical Committee and gathered spectacular feedback in our Impact Survey, which placed our General NPS at an admirable 92.4%.

With the deepest sense of mission accomplished and the absolute certainty that our organizational structure is more solid, transparent, and mature than ever, I pass with great emotion the executive leadership to Sarah Morais, who will guide CPM toward its next ambitious chapters.

Taking over the Executive Directorship of Cidadão Pró-Mundo is an immense honor and a commitment that I embrace with total energy. My journey with Cidadão Pró-Mundo began in 2011 as a volunteacher. Over the course of 15 years, I have had the privilege of experiencing the organization from multiple angles: I led the beginning of our institutional professionalization as the first paid Manager, passed the baton to return as a volunteer Pedagogical Director, served on the Board of Directors as a representative of the Associates, and now, I assume the Executive Directorship. This trajectory brings me the vision and experience to guide this new and promising chapter of our history with immense respect.

The year 2026 marks the official start of our '3rd Wave of Growth', a fundamental strategic movement to achieve the goal of our strategic planning: double the number of students by 2030.

To sustain this expansion with solidity and quality, our management will focus on three key levers: technological structuring, leadership development, and strengthening our networking. All of this work paves the way for 2027, the year we will celebrate the historic 30th anniversary of our CPM.

I deeply thank Lud for her brilliant and inspiring legacy. To our community of students, volunteers, and partners: we are ready to fly even higher. Let's continue transforming lives together!

In a community in the Capão Redondo neighborhood of São Paulo, the desire to talk with an American visitor sparked a flame. Motivated by the desire to connect people and worlds, a group of friends from a local social project took the initiative to teach English door-to-door. This spontaneous movement was the origin of Cidadão Pró-Mundo.

What started as an informal initiative was formalized as the Association Pro-World Citizen. Growth was rapid, with the opening of new teaching units in São Paulo and the creation of a rotating volunteer model. In this system, classes are taught in pairs, often combining an experienced volunteer with a newcomer, which makes the experience more attractive and scalable, drawing more people to the cause.

A milestone in the organization's history was the partnership established with Cambridge University Press & Assessment. This agreement ensured the provision of excellent teaching materials, free of charge for all students, raising the standard of education. At the same time, the professionalization of management, with the first hires and the development of strategic plans, accelerated the impact and expansion of CPM to other cities, such as Campinas and Rio de Janeiro.

The COVID-19 pandemic interrupted 100% of in-person classes, representing a significant challenge. To remain open, the CPM community, with a task force of volunteers and staff, reinvented its operation by migrating the course to an online environment in just a few months. This change not only ensured the continuity of teaching but also created the Virtual Unit. Currently, this unit serves 30% of the students, allowing CPM to reach young people across Brazil and recruit volunteers from around the world, turning the crisis into a catalyst for national expansion.

More than numbers, lives transformed

In 2024, the work of Cidadão Pró-Mundo continued to yield concrete and measurable results. Each number represents a dream closer to being realized, a barrier broken, and a life impacted by the power of education and collaboration. 

The high passing rates in Cambridge proficiency exams and in the regular course attest to the quality of education offered. The significant number of former students who return as volunteers highlights a virtuous cycle of impact and demonstrates that, through the power of partnerships and the continued hard and resilient work of the teams since the pandemic, the results were achieved.

Flipped Classroom

Our formula: innovative methodology and a network of passionate volunteers

Learning that goes beyond the classroom

The CPM uses the "Flipped Classroom" methodology to optimize classroom time and deepen knowledge. This model creates a continuous learning cycle and gives more autonomy to students. The process is divided into three stages:

  1. Before class (Pre-class): Students explore the content online through videos and interactive activities, many of them provided by the partner platform EnglishCentral. This way, they arrive at class already familiar with the vocabulary and grammatical concepts of the topic.

  2. During class: With the theoretical foundation already established, classroom time is dedicated to practice, conversation, and clarification of doubts with the direct support of volunteacher instructors. This makes the class more dynamic and focused on language application.

  3. After class (Homework): Exercises reinforce what was learned, consolidating the knowledge and preparing the ground for the next learning cycle.

The mission of Cidadão Pró-Mundo is only possible thanks to a network of hundreds of volunteers who dedicate their time and talent. In 2024, the organization was proud to see:

84 former students returning as volunteers, with 57 of them as volunteachers, closing a powerful cycle of impact that strengthens the community. 


131 corporate volunteers from partner companies like Citibank, Microsoft, Bloomberg, and JP Morgan. These professionals bring their experiences from the job market and strengthen the bridge between education and career opportunities for our youth.

Impact & Satisfaction

An NPS of 92.4% — and proof that the transformation is felt by those who experience CPM

The continuous evaluation of our impact is conducted through structured scientific surveys with our base of students and volunteers. The consolidated Net Promoter Score (NPS) of Cidadão Pró-Mundo in 2025 reached the 92.4% mark, consolidating our position in the excellence zone.

Governance & Transparency

An increasingly solid, transparent, and mature structure

In line with our commitment to inclusion and representative governance, in 2025 we celebrated the election of a CPM alumnus to hold a seat on our Board of Directors — a milestone that ensures strategic decisions incorporate the perspective of someone who has experienced the forefront of our social impact.

Also in 2025, the Pedagogical Committee consolidated its activities: it drafted its general bylaws, mapped out the main challenges and guiding questions for future improvements, organized itself into five work fronts (evaluation/placement, teacher training, tutoring, socio-emotional development, and oral exams), strengthened ties with the Teaching Units, and began developing new educational materials.

All of this is powered by an extraordinary network of pro bono partners, who in 2025 donated internationally recognized educational materials, specialized independent auditing services, technology licenses, and physical space — ensuring our compliance, quality, and infrastructure without burdening our direct resources.
